How delivery works.
ELM STRATA advises, architects, and orchestrates. Implementation may stay with the client's team, or be performed by an aligned delivery partner when more capacity or a specialized skill is required.
The model is explicit. Delivery ownership is clear. Architecture guardrails are written. Executive accountability does not disappear into a handoff.
